Explanation:
This is a tough one. "Chaff" seems to be used not literally, but to describe the harsh, loud then soft sound of the engine. There's a sense of a complaining or argumentative sound. Maybe it should have been "chafe." I suggest you forget any literal rendition of the words, imagine a small plane revving up - the rush of air and the harsh sound of the engine - and just describe that in your own words.
