Ottoman history is complex but fascinating.
I hope I have understood correctly that true reform began with the 1839 Tanzimat Fermanı. There seems to have been a kind of note appended to the Tanzimat Fermanı in 1844 removing the death penalty for apostasy from Islam, which was reconfirmed by the 1856 Hatt-ı Hümayun, which also provided for full legal equality for citizens of all religions.
However, http://en.wikipedia.org/wiki/Tanzimat mentions an 1869 Nationality Law (presumably still within the framework of Tanzimat):
… and the Nationality Law of 1869 that created a common Ottoman citizenship irrespective of religious or ethnic divisions.
This is something I have been able to track down. Please, what is the Turkish term for the Nationality Law of 1869? I hope that there is no mistake here, i.e. that such a thing really was promulgated.
