agree  Asghar Bhatti: An FIR is filed either by aggrieved himself or some who saw the commission of a cognizable offence. Aggrieved can best be translated as ستم رسیدہ or andالزام علیہ .An aggrieved person has many hats to wear. Sometime he is مضروب and other he is a مدعی etc

Asker: Thank you for your answer. The only reason I didn't pick this answer was because I wanted more specific terms used in police reports. But I did add this answer to the glossary as well, since it's a good general translation.
