Explanation:
The first part of the sentence is simple 'Where have you been' meaning ' aap kahan rahay ?'

'Upto' is a little confusing. It can either be 'Upto which place' or 'for what purpose'

The latter appeals me much, so I have inserted it.

This is supposed to be: 'what have you been upto' instead of 'where'
IF.... this is definitely coming under the terms of ''where'' then in this case the question should be phrased as;
'' where have you been?''
which means is a response question and is enquiring about the activities or places where the person has been to up to that point.
However, if this is ''what have....
well this is an every day proper phrase;
It is a response question,
a conversation - filler,
also used in idle chit-chat.
It means asking what you have done during that day/week regarding work or leisure activities, in the past tense.
Mainly used in end-of-day conversations within family, friends, colleagues etc.
It can also be asked after a particular day event, to enquire which of the activities that person carried out, from a number of particular other activities.
