Theo context thì có thể hiểu là "buyout program" nhằm giúp ngư dân (fishermen) bị thua lỗ do một số nguyên nhân (tràn dầu ở Vịnh Mêxicô, bão, giá nhiên liệu cao...) không muốn tiếp tục (exit) nghề đánh bắt cá.
Vậy nên, đây có thể là chương trình hỗ trợ (của Chính phủ) để mua lại phương tiện đánh bắt (cụ thể ở đây là tàu câu ngoài biển/khơi). Có lẽ chương trình này cũng tương tự (hoặc thuộc ctrình ) Fishing Capacity Reduction Program có thể là để nhằm mục đích bảo vệ nguồn hải sản.
Trong đầu tư, kinh tế: buyout = mua hết/mua thôn tính/mua đứt...
Ngoài ra buyback program = Chương trình mua lại giấy phép đánh bắt (mời xem link)
vì mục đích của program là "The goal of the program is to reduce the number of license holders and fishing effort in each of those fisheries."
