YES, I CAN refer to http://www.vcci.com.vn/thi-truong/viet-nam-phat-hanh-trai-ph... ... and there YOU AND I will see that the author is talking about offering bonds INTERNATIONALLY!!!! The author uses "trái phiếu chính phủ" for the Sovereign Bonds themselves!!!!!
