Explanation:
Secretary có nghĩa là Bộ Trưởng chứ không phải là thư ký, giống như là Secretary of Defense (Bộ Trưởng Bộ Quốc Phòng) Secretary of State (Bộ Trưởng Bộ Ngoại Giao). Còn Indian ở đây nói đến người mọi da đỏ là những người bản xứ nguyên thủy của đất Hoa Kỳ. Người Mỹ da trắng đã đến và chiếm lấy đất của người mọi da đỏ hơn mấy trăm năm trước đây và đã không giữ lời theo những hiệp ước đã ký với người da đỏ vì thế nên giờ đây nước Mỹ có những chương trình đặc biệt để đối xử và ưu đải cho người mọi da đỏ, cho nên phải lập một bộ phòng riêng để cai quản việc này gọi là Burea of Indian Affairs
