First, this terminology as I perceive is an American one stemming from America and by American Federal Government in order to term about / identify (i) those veterans who served on active duty in the U.S. military, ground, naval, or air service during a war or in a campaign or expedition, (ii) discharged or released from active duty because of a service-connected disability. and other veterans as categorized hereby

So, it is not proper to think and translate the term in our own normal thinking and local way.

The US Federal Government establishes this covered veteran status in order to assist the covered veterans as qualified in the five veteran categories mentioned above in many aspects to readjust themselves to civilian life, importantly employment and job advancement opportunities. Giving allowances or compensation is only part of this policy. The covered veterans either disabled or not disabled enjoy more priviliges and benefits than just allowance and compensation. That s why the preceding explanations are not covering the great meaning of this term in full, hence I d rather mine
