Based on the few words given for translation, it appears that the main idea is "performance assessment" and that تمرکز و عدم تمرکز somehow modify "performance assessment".
While noun+noun combinations are very common in English and تمرکز و عدم تمرکز are nouns, it is not always necessary to translate a noun performing as an adjective in the source language directly as a noun in the target language. It may be much better to translate it as an adjective, especially it it makes more sense and reads more naturally.
"centralized and decentralized performance assessment" is found a lot by Google and reads better than "centralization and decentralization of performance assessment", although this is perfectly grammatical.
In any case, I suspect that the Persian version was originally translated from an English text that looked like by suggestion. |
