Finnish term or phrase:helmapalkki
Ruostetta kannattaa etsiä lokasuojien yläreunoista, helmapalkkien takaosasta, takakaarista ja takaiskunvaimentimien yläosasta.
In principle, it could be sth. like 'rocker/sill hollow girder' in English, but because the term seems not to be in use, name it just 'rocker/sill panels'.

'helmapelti' (rocker/sill panel) is in practice used as a synonym for 'helmapalkki'. Additionally, there is a term 'kynnyspalkki' that is even more exact synonym of 'helmapalkki'.

O yes, there is the term 'kynnyskotelo' that is more common than 'helmapalkki' or 'kynnyspalkki', but I couldn't find an English equivalent for it, either.

It appears that you askes also about 'kynnyskotelo'. Spencer Allman's answer 'body sill' for it is ok for this 'helmapalkki', too.
"rocker panel" is commonly translated as "kynnyskotelo" in the automotive industry (e.g. Toyota and Ford manuals), see also http://www.yourdictionary.com/rocker-panel Quite often the MOT automotive terms do not reflect the automotive industry lingo
