It is difficult to guess what the situation actually was. Usually the expression "viisari ei värähtänytkään" means that the pointer of some gauge did not "budge", that is, either did not show any reading or did not moved from what it was showing.
Because the word order is inverted "värähti viisari", I guess that before there have been said what was done and then the pointer of the scale did not budge until the weight of the truck was 67 ton.
