Similar to "state-owned enterprise". This is basically a way for a government to circumvent civil service and other regulations--instead of running the utility or other operation as a government department, they set up a government-owned company that is not subject to as many government regulations and can hopefully serve as a source of revenue. Pietari's suggestions are also good, depending on the context and how you want to express the idea. |
