Actually, the usage of Finnish language is inaccurate here. The word 'lamppu' can refer to both 'lighting fixture' and 'bulb'.
It is (at least) 99 % sure that the writer have wanted to say here 'lighting fixtures and bulbs' (valaisimet ja lamput), but s/he has used 'lamppu' in the meaning of 'lighting fixture' and then used incorrect pl. gen. form of 'polttimo' for 'bulb'.
