It is impossible to interpret the passage without knowing the wider context, but I will try to help you here to some extend.

First about the expressions of 'vuosiluku' and 'ajankohta'. The term 'vuosiluku' (instead of just 'vuosi') is used because later on the term 'ajankohta' (moment in the timeline) is used. This moment of the timeline could be e.g. 25 of January 2006 at 9 hours 12 minutes 23.345 seconds, and then 'vuosiluku' ("year number") is taken out of this time moment expression.

More tricky is the part "jonka ajankohdan mukaisen kunnan alueen". Here the genitive qualifier "ajankohdan mukaisen" can qualify either only the next word 'kunta’ or the whole expression ‘kunnan alue’.

Both interpretations are possible. Many municipalities have recently disappeared from Finland when municipalities have been combined. Thus the first interpretation “territory of existing at the given moment municipality” is possible. The second interpretation would be just “the territory of the municipality at the given moment”. Here the part within brackets must be reformulated depending on the correct interpretation of the Finnish sentence and ‘item’, ‘portion’ or ‘question’ should be selected depending on whether ‘kohta’ refers to just one question or a larger portion of the questionnaire.

BTW. Just giving the passage to be translated by somebody else, without giving necessary context, you could get just one guess, probably wrong, and less useful than this answer of mine.

Thank you so much! Indeed I had problems with understanding "jonka ajankohdan mukaisen kunnan alueen". Sometimes Finnish constructions can be very difficult.
