plant of the municipality in question: the capercaillie (wood grouse) is the designated official bird of Central Finland, for example.

I did. Google yields 3,880,000 cases of \"designated official\" in 0.37 s.
Whether what is designated is a language, a bird, a plant or whatever is of little consequence. In the U.S. as you probably know, such birds are more often called State Birds, the Cardinal being the State bird of VA.

agree  Anu Carroll: I see the argument for using "designated," but it doesn't seem to be used much. For examples of usage, try Google search of "official bird of" vs. "designated official bird of."
