Because in the list there is also software that is "saved" (tallennetut), I conclude that 'järjestelmästä toiseen poimittavat' refers to software that is downloaded (that is: leased) every time when it is used (and can't be saved).
I must admit that I don't know what special term is used in English for this "loaded when needed" software (if there is any), but you can ask it in Kudoz En-En forum.
