Explanation:
My friend works as "kotipalvelutyöntekijä", for the local Council in Finland, and I would say equivalent for “kotipalvelutyöntekijä” in UK would be home carer. In Finland home carers assist elderly, disabled (sometimes families) with their day to day tasks such as cooking, cleaning, doing laundry, shopping, etc.

You also mentioned repairs and gardening, it is possible that they would do minor repairs and gardening such cutting the lawn, I suppose that would all be depending on the contract etc.

Anway I think I have babbled along long enough… hope you’ll find the right term.

Melinda below is right .. so I think maybe using a term home care worker would suit better.

neutral  Melina Kajander: To my knowledge, home carer (here in the UK) is usually someone who stays at home to look after a relative/family member (elderly, disabled etc.), even though it may be used in this sense, too; but as far as I know, the former is by far more common.

  -> yes I suppose that is what comes to peoples mind first when talking about home carers, perhaps home care worker would suit better ?
