I understand that the provisions concerns the equipment of rental boats, but how does the requirements of radio devices of rental boats connect here?

I could have showed the highest confidence level, because there is no problem understanding the Finnish phrase, but I preferred the lower level, as I was a bit concerned, whether I was able to pick up the appropriate wording for the English equivalent or not. :)
