I guess there is no straight translation, but it isn't a town hall, is it?

agree  Kalevi Tirkkonen: City hall seems a tad grandiose when you think about the size of Finnish localities. Town hall is fine. After all, kauppala was a kind of municipality that later acquired the status of town (the 1970s local administration reform).
