Flemish term or phrase: "(een) kandidatuur (uitschrijven)" ... "laureaat (van deze kandidatuur)"

"Het H.-Hartziekenhuis Roeselare-Menen schreef een kandidatuur uit voor de bouw van een nieuw ziekenhuis in het Roeselaarse, voor 722 bedden.

VK STUDIO werd laureaat van deze kandidatuur en werkte sindsdien nauw samen het bestuur van het ziekenhuis, om een concept te ontwerpen dat tegemoet komt aan de noden van de klant."

Do they mean something like "call for tenders", "call for applications" here by "kandidatuur"?
And, consequently, would that make the "laureaat" a "successful applicant"?
