'Uit hoofde van' means 'on account of, in consideration of'. I don't really know, but I feel it may mean the following: that 'no testimony/witness would prove any fault on account of the petitioner in her capacity of manager of the goods/estate'.

Erm, thank you for your reply - it's about 2 weeks late though!! I found the answer, and it is a Belgian term meaning 'as regards'.
