你说得对，第二段是第一段的补充说明。译为“仍未解决"不够清楚。

我觉得你的译法正确。不过建议译litige为“纠纷“（DISPUTE)。我觉得"诉讼"好像就是已经经过les Tribunaux compétents审判了，但双方不服判果的意思。但其实巴黎一审法院就是那个唯一有权审理的法院（ Tribunal compétent)

译为“纠纷不能解决“如何?
