Asker: Sorry, I don't understand how this fits grammatically... in the original the principal noun is "capital"

agree  rkillings: Or better, "capital maintenance allowance". Not clear whether it's the physical-capital or financial-capital concept; probably physical, because depreciation of assets is otherwise missing from the list.
