Yes, in the context, it seems it would be "installation" or "assembly", but still not sure sure.

"Montage", as AllegroTrans has hinted to, is a more umbrella term in French that requires "fine-tuning" in English (a more specific word, depending on context).

If cars are involved, I think montage is "installation" or "assembly" to indicate the components are installed rather than just shipped in a box. But – is it just me? – I don't see any reference in the source sentence to costs or accounting.

It means "fixing" "installation" etc. and you will have to choose which is most appropriate, it all depends on exactly what the parts are.

The document is about VAT in the car repairs industry.
"L'operation est consideree comme une livraison de biens avec montage" i.e. I think that the "operation" refers to the work done on the car... I'm not sure if this helps.. thanks in advance!

what the "biens" are. so we need more context from you. Normally I would expect this to mean "with installation" but not "costs".
