PV could stand for plus value.

If you have ordered 60 dozen flipperzandas and subsequently decide you actually want 30 dozen of them to have the optional flashing electronic felaclappers, i.e. the top of the range in the flipperzanda line, costing €30.76 more than the bog-standard model you first ordered, your supplier might decide not to change your original order/invoice, but simply charge you for plus value over and above the initial price.

Agree with Rebecca. PV = prix de vente, so yes, for "unit sale price excl. VAT".

PV unitaire is the unit sales price and I would use excl. VAT as an abbreviation here
