French term or phrase: fond vierge

It's talking about specifications/rules for publishing the company logo, and says it includes the "fond vierge" ("Il rédigera... la procédure de rédaction du cartouche... qui inclut le fond vierge..."). Does this simply mean "white background"?

But, normally, it can't mean 'unmodified' because it wouldn't make sense to put (eg) a black logo on (eg) an unmodified black background - it must normally mean blank/white.
