Has anyone come across this before?

Here is a definition:

2° TYPE DE MANDAT : PAYEUR OU NON-PAYEUR

Il est expressément précisé :

que le contrat de mandat prévoit que les règlements des ordres passés par le mandataire ci-dessus seront effectués au support directement par lui pour le compte de l’annonceur,

ou

que l’annonceur souhaite assurer lui-même directement auprès du support, les règlements des facturations,

Etant entendu que dans tous les cas, l’annonceur est le débiteur principal envers le support, notamment en application de l’article 1998 du code civil.

And here is how it appears in the contract I am translating:

"En conséquence, et en application de la Loi 93-122 du 29 janvier 1993 « Loi relative à la prévention de la corruption et à la transparence de la vie économique que et des procédures publiques », dite « Loi Sapin », l'Annonceur confie à l'Agence Média un mandat payeur en vue de réaliser en son nom et pour son compte les opérations d'achat d'espace publicitaire auprès des Médias français"

Asker: Elsewhere someone suggested trying to fit the term "paying agent" into the translation, so i used "authorisation to act as paying agent/non-paying agent". Thanks for your help anyway.
