I know I could translate this as "commercial circulars" but it doesn't sound right. The context is a report on the French Evin law on advertising alcoholic beverages.

  -> Some answers are so simple as to require no explanation. // What I (obviously) meant was that "sales circulars" as one possible translation of "circulaires commerciales" is so obvious as to not require any futher explanation.
