Good afternoon
I don't really know how to translate "en cas de réalisaiton par l'éditeur" as i'm not used very much to this lingo even in French...Would someone be able to help on this. i need to translate this for internal use, for informative purposes. i've been investigating a bit but..could it mean "in an enforcement situation"...or rather "in the event of..???…is completed". I really have no clue. thanks !!!

Conditions Générales : En cas de réservation d’espace par une agence mandatée, l’annonceur est solidairement responsable avec l’agence du règlement de la publicité.. Toute insertion implique l’envoi d’un exemplaire de cette publication à titre de justificatif. Le présent ordre est payable comptant à réception de la facture. Les frais de fabrication, de maquettes et de cd-rom sont pris en charge par l’annonceur qui reste seul responsable du libellé de son insertion vis à vis des tiers. Frais techniques : en cas de réalisation par l’éditeur, leur montant s’élève forfaitairement à X% du prix de l’annonce. Nous rappelons qu’en aucun cas cet ordre ne peut être annulé, ni interrompu en cours d’exécution. Le directeur de la publication est en droit de refuser toute publicité. Dans le cas où l’entreprise ne transmet pas le texte de son annonce sous 8 jours après la relance, sa publicité paraîtra uniquement avec les coordonnées de l’entreprise. Un délai de huit jours est accordé aux fins de corrections de l’épreuve de Bon à Tirer, soumise à chaque annonceur, faute de quoi l’épreuve est considérée comme définitive.

agree  chris farmer: the explanation here is correct, it may be possible to find the correct phrasing on a similar english advertising contract perhaps 'in-house' for 'editeur'

realiser often tricky to translation. Here I think the work CDs ect is produced or completed by the editor or publisher (probably better since this is for publication).

Explanation:
The conditional tense, used for the translation of en cas de... is appropriate in an English doc. context, to express doubt, uncertainty etc..
