This body has a supervisory and regulatory role...It is not a Council, it actually has enforceable powers. And it\'s not services....the word supervisory is the translation for supérieur...

assurer le contrôle comptable des sociétés de messageries par l'intermédiaire de son secrétariat permanent. Le CSMP veille au maintien de la participation majoritaire des coopératives d'éditeurs dans le capital des messageries de presse. En outre, il est nommé auprès de chaque coopérative un commissaire choisi parmi les membres du Conseil Supérieur. Celui-ci peut s'opposer à toute décision qui compromettrait l'équilibre financier de la société coopérative ou qui en altérerait le caractère coopératif. Ce commissaire peut également exercer ce même contrôle sur les sociétés de messageries.
