I'm afraid the phrase doesn't appear again in the document. I'm guessing something like speaking from the podium, to the press and others. Any more precise phrases out there? |

Explanation: As this is the title of a section, I would be inclined to be free with it. My first thought was "Speaking out", but that seems to imply some sort of injustice. So how about "Speaking up" or even "You're the voice" (remember that bloody awful song?). This should get the message across.
