Explanation:
I work in the DGAC and have asked directly those who should know: there is a small body ('Corps' I find more appropriate) of pilots employed by the French civil aviation whos job it is to provide flights eg. between airports for 'technical' ie. non-commercial reasons. they have to maintain that specific licence with a certain no. of flying hours.
so i disagree with the previous answer: even ATC here have engineer status and NOT technicians (& technicians do not -YET- need a licence to work - pilots, yes.
