Explanation:
Effort=force in engineering language.

We are not talking about an applied force, but a reaction in the strings resisting the force of the wind on the kite, if that is in fact what we are referring to.

"effort résistant" doesn't get many hits in Google but I think the writer means 'drag' as he/she is talking about 'flying'
In other contexts that I found, it could be inertia or friction etc
