English translation: disaster for the whole of Europe

French term or phrase: désastre territorial
The phrase is used in relation to proposals for farming regulations. It is proposed that changing the type of farming (away from dairy farming) would be a "désastre territorial", that it would cause huge problems for these regions (mainly grassland) that are often already vulnerable.

I am trying to think if there is a nicer way to express this than "territorial disaster" without needing to explain the concept.

It is for a UK English audience.

Depending on which particular territoire(s) you think they are referring to.

Think of how the French use le territoire national to refer to "the nation", how agents territoriaux are non-central civil servants (at municipal, departmental, or regional levels).

In you text it probably doesn't refer to "the land" in the specifically "agri-environmental" sense.

I think the point is that depending on the extent of this particular pattern of farming in regions of Europe, countries of Europe, regions within those countries, or pinpoint locations, they would otherwise have to use a variety of adjectives of place or turn the sentence some other way. Territorial covers all ranges of culturo-geographical coverage in a single word.
