I can see what's meant, but I can't find the term to express it in this article about the history of champagne production:

Thanks for the additional text. :-) It doesn't seem to have any bearing on "prélèvement." :o
More importantly... I agree that the meaning of "prélèvements" is "seizures" (though IMO not "quotas"). But the author has chosen not to use the term "saisies," and uses instead the term "prélèvements" – perhaps based on its use by the Nazis. My question is: Should the English translation erase the euphemism inherent in the use of the French term "prélèvements"?
Here's the rest of the text, from the beginning of the paragraph to my existing quote:
L’organisation des flux verticaux dans le secteur vitivinicole champenois va relever d’une discipline des relations contractuelles amont-aval basée sur une démarche volontariste des pouvoirs publics et des producteurs (Danet, 1982). Intervenue postérieurement ... etc.
So "Elle" = une démarche volontariste des pouvoirs publics et des producteurs.
I've had discussions with friends who lived through the period, and they assure me that the meaning is "requisitioning" or "quotas". I'll check with the client too.
AS there is some idea of there having been no choice but to accept, the idea of requisiation seems appropriate.
Quick hint : when you (in the sense of "one"!) come across a reference on Google, and there are several for this term in context, you need to open those pages and read them through to check for meaning. At first sight, one may seem right and in fuller context be off the mark, or the opposite of course. Full research takes time but it is the only way to affirm or rejet hypotheses! ;-)
