When talking about a unit of measurement for work done, would you translate this as "block", "bulk" or what? I'm interpreting this to mean that the price is for the whole task, not by the meter, foot, or whatever...

Explanation:
That is the term for a price for work not measured in quantities (cubic metres, tons, hours, etc.), but I remain to be convinced (from your short excerpt) that this is in fact the meaning of "bloc" given that you have "bloc 1" twice.

Might it not be what in the French of France would be called a "lot", or a work package? A work package could comprise a number of tasks of different kinds.

Explanation:
Seems these are simply work blocks, of similar or related work, to be separated out for the purposes of the estimates (in the first place). A single block need not contain work all to be done by the same trade (ie. fencing can be erected at the same time as a lift, although they are totally different).
Broadly speaking, a given block must be completed before the next can be started.
