I'd have assumed that 'une industrie' meant 'an industrial building' (or possibly 'a factory), and that 'logement' means some kind of residential accommodation (though maybe in FR-CA, it could also simply mean 'accommodation' in the sense of 'studio space', i.e. not dwellings).
Turning a factory / industrial building into housing for artists? I'm just proposing ideas based on the slim context!
