Author is an urban planner. As I understand it, the term can mean transshipment, which makes little sense to me as regards horse and carriages in Old Montreal...

Explanation:
According to the dictionaries, "transbordement" can refer to the transfer of passengers from one vehicle to another. But I can't imagine why passengers would be transferred between caleches. Maybe there is some other type of transfer going on...Or maybe they just mean a place where passengers get on and off the caleches.

Avoid transbordement altogether? Assuming what is meant is the place where carriages pick up and set down tourists, a place that is known, easy to access by other means of transport (even if it not a "hub" for said means).

Appears there has been some debate over calèche routes, with, for some, an effect on the start/finish point.

Note too that in Canada centre de transbordement is said for what we would call over a here a centre de tri. We see it as the place where you dispose of your waste by sorting it into the different containers provided. For Canadians the notion of transfer from one means of transport (car boots) to another (trucks) via the bins predominates. Since a waste sorting facility is a place that gathers, collects waste, maybe the centre de transbordement for calèches is not concerned with cross-docking, only with "collection" (of passengers).
