I understand bloc as block and have translated it thus, but when I have looked up îlot, it also translates as housing block, causing confusion. Does anyone know of any other word for îlot (not housing block) and obviouly not little island - I am talking about its meaning within an architectural context. Maybe complex?

block and plot
Explanation:
Un îlot consists of several blocs. Un îlot is the block of buildings bordered by (usually) 4 streets whereas un bloc is an individual block within the îlot, probably facing onto one of the streets. If the blocs in your text have already been built on, then you could perhaps use "individual development" as a translation, or "individual development project" or even "individual building". Hope this helps.
