Hi

This is a bit of a fuzzy term which I'm finding hard to pin down. I've searched the glossary and none of the entries seem to fit here.

It describes the existence of museums, fairs and galleries as a means of promoting art. The first two paragraphs list and describe these various museums etc. The third paragraph then begins:

"A cette action volontariste s'ajoute la mise en place d'un lieu de présentation d'expositions de création contemporaine."

My feel for it is of deliberate, purposeful action to promote art (by having places where art can be seen) but I can't make it fit.

Explanation:
I read this as simply saying it is a willful political act, not neutral.

In the phrase this allows to clarify the first action as significant, not simply a buildup to the second.

I'm not convinced by "assertive action", I also thought of "positive action", but there is likely a better alternative.
