Explanation:
More context would definitely help, but as it stands I see cadre being used in its - largely military - meaning of "organization, management (headquarters staff)", with of course a play of words on "picture frame".

Presumably, then, this association is among the higher echelons of artistic endeavour, and has contributed paintings to some collection.

Just realized ... is association as in an organization, a charity, a club, etc. or as in "joining together", with association artistique meaning the "association of art and something else"?

Asker: Actually, it is in the context of modern art where paint has literally been poured from the top of the canvass. This second interpretation is very helpful though.

Explanation:
Le haut du cadre is the top of the frame - applies to both a contents of a still photograph and moving image (film) or illustrations or paintings, or an actual picture frame, or other type of physical frame.
