The reason for my mentioning the fact that the binding is vellum/parchment is that that particular medium is ideal for carrying text --the whole dang book is, of course, written on parchment.
Usually the only thing written on the exterior of a book which has anything to do with the text within is the title --written on the spine and/or on the page edges (vellum books were often stored flat, to inhibit warping and expansion).
Another reason why I didn't think of the obvious.

So far, I'm tending towards Francis' "cover board" --or, in proper English Analytical Bibliographic Parlance, simply "board".

In this case the "rear ['second'] board", and on the "verso" of that board, i.e., the "back cover of the book", in ordinary speak.

The book in question is bound in vellum (not uncommon, for a medieval book) : "Relieure parchemin" in the catalogue description.

I was just not at all used to seeing this kind of "colophon" written on the *exterior* of the book --usually there's nothing on the exterior of any relevance to the interior text except the title, usually written on the spine (and/or the edges of the pages).

Blindsided by my own expectations and pre-conceptions, I think.
