agree  Dr Sue Levy: yes, here it's referring to illegally derestricting a (presumably) 2-wheel vehicle

agree  writeaway: in Belgium too. in fact, débridage is what most kids do/have done to their 50 cc scooters/mopeds as soon as they get them. it's illegal, but dealers are all happy to remove the plug for the kids (for about 70 €). :-)
