Hi, this is a text about a joint undertaking by a precision engineering company and a car manufacturer.
I don't understand the "ne" in "auxquels la fonderie ne peut prétendre" below.

"Le moteur XXX est une démonstration de l’utilité d'un concept qui permet d’accéder aux meilleurs alliages auxquels la fonderie ***ne*** peut prétendre et qui procure des avantages substantiels en terme de fiabilité, poids et réactivité."

Is this similar to the pleonastic "ne" used with "avoir peur, craindre," etc.?
