Explanation:
Most languages are prone to neologisms, and French is no exception. Sévérisation is a ghastly attempt to make an abstract noun from "sévère". Hence something along the lines of "continuous noise limits therefore apply without imposing or relaxing any particular strict limits". Not very satisfactory, I know, but it's late and someone else may come up with a better suggestion.
