What should this mean in mechanical context?

A portée is a (usually) raised portion on a shaft against which the bearings supporting the shaft are in contact (on which they portent). This is a "journal" in English.

journal (Eng.). That part of a shaft which is in contact with, and supported by, a bearing.

This is certainly what the portée des coussinets is. Quite how a portée de mesures functions I do not know.

I can only imagine the "measuring journals", so to speak, have a polished flat or a groove or some other distinguishing feature that can be detected by an optical device which will then tell how fast the shaft is turning. Just as you wouldn't want the journal that mates with your bearings to be damaged, you wouldn't want this "measuring journal" be scratched or dented since that might cause erroneous readings.

Explanation:
I suppose it means you can remove the protective system without damaging these 'pads and measuring devices' that are within...les portées is the block or enclosure which 'holds' these pads ans measuring devices...

I'm not a specialist, but I think this is what's going on here.
