Explanation: In France & Belgium, "spéculation" in agriculture most usually means a crop, i.e., type of plant being grown (livestock too in the case of animal husbandry). In this case, it means tomatoes ("fresh tomatoes and any tomato plant material").
I do think this is a "place" here (where a crop is grown). Otherwise, I can't make much sense of it. The French is not being very clear here, I must say.
It could be the place of initial infection. And "zones infestées" are perhaps the places the infection spread to afterwards. Hard to say for sure.
Clanola's understanding may be correct as well, but "matériel végétatif' is not "fresh vegetables", though (it's "plant material")
Might it mean "from fresh tomatoes or tomato plant material from this place and from other infested areas..."? In my experience, writers of such documents are often somewhat elliptical (they usually aren't linguists or grammarians)!
To me, even if "spéculation" means "crop" (species), I don't see how it ties into the latter part of the sentence, which talks about the location of import bans. It's as if "spéculation d'origine" is about a location, too, of some sort.
"De cette spéculation d'origine" is referring to both "tomates fraîches" and "matériel végétatif", I'm afraid.
