I think thay mean that by 2003 computers that have been optimised for this operating system will account for 60% of Linus sales. Otherwise there would be no "s" at "liés".

It means that 60% of the growth forecasted will be derived from the optimization of machines that use the Linux operating system.
Here\'s what i think:
...in 2003, of which 60% will be related to (or will be a consequence of)machines (or hardware or computers) optimized to function (to work, to perform) with (based on)this operating system. The phrase means to say that this incredible growth will owe 60% to the people who will adapt their hardware to use Linux (let\'s see what Bill Gates has to say or, otherwise, when will Mr Gates buy Linux, don\'t you think?)

I would suggest that you use a ruthless scalpel on all the fillers like "dont", "liés aux..", "optimisées pour fonctionner" etc. and convey just the essential meaning in plain English.
