This is the title of one of the executives listed in the annual report for a food manufacturing company. Production Manager? Industrial Relations Manager?

Other titles include: Direction Europe, and Direction Recherche et Developpement.

meaning that he's in charge of that division (he may be either director or manager).

Maybe this is the case.

I don't think labor relations unless there is a mention of union negotiations. Trade, labor, industrial relations are virtually synonymous I think. Refer to relationships between management and workers.
