Explanation:
In France, the Post Office offers banking services, including cheques. Payment by "chèque postal" is referred to as payment by "CCP" (compte chèque postal). There are 2 possibile meanings as far as Ic an see, without more context :

1 - when you realise that you have no more cheques left and your new one has not arrived, then you can ask your bank if they can provide an "emergency cheque book" - or at least that used to be possible in the UK. These were cheque books with about 5 cheques in them. This probably doesn't happen any more since cards are just so widely used...

Whether or not this is the same thing as "convenience cheque" in previous answers, I am afraid that I do not know.

2 - "emergency cheque" can also be used to describe a cheque sent in response to a request for funds to be sent as a matter of urgency. It may also be used in your example to describe a cheque drawn on a post office account from one of the social services sectors - a cheque which can be cashed over the counter upon presentation of ID?

A "money order" or "postal order" in GB English is something else and is wholly independent from any bank account. It is something which you purchase over the PO counter and for which you pay the sum indicated plus a fee, called "mandat postal" in French.

This must be a rare one! I find one Website with the French: BUREAU DE POSTE "PARIS TOUR EIFFEL," which offers, amongst other services: "Services financiers postaux (chèques de voyages, post-chèques, chèques postaux de dépannage). "

I find a lot of Websites with "convenience checks" (900+ on Google), but nothing in combination with sales by a post office. So it doesn't look like that is the way to go, at least for the US, although it might work for Commonwealth countries...
